Fair Winds Consulting strives to create custom products tailored to each small community that are useful and meet all state and federal requirements. We understand that each community faces different unique challenges and disasters, and that in order for a plan to be truly useful, we have to understand exactly what each community needs and provide that. Fair Winds can provide as much or as little support as needed. We can lead the entire planning or exercise project or provide background support. Let us know what you need!
Why Fair Winds?
Fair Winds Consulting has extensive experience preparing for and responding to disasters. Growing up and living in rural Eastern Oregon means we understand the unique challenges faced by small and rural communities. 16 years of military experience allows us to understand how to work with the Federal Government. This coupled with extensive experience preparing for and responding to extreme weather events and over 11 years' experience writing a wide variety of plans enables us to create custom products that are useful for their communities that meet all state and federal requirements.

Cori Mikkalo is the Lead Consultant and owner of Fair Winds Consulting, LLC. She received a bachelor's degree in Marine and Environmental Science from the United States Coast Guard Academy and a master's degree in Homeland Security and Emergency Management with a Focus in Cyber Security Policy from the Arizona State University. She served
Cori Mikkalo is the Lead Consultant and owner of Fair Winds Consulting, LLC. She received a bachelor's degree in Marine and Environmental Science from the United States Coast Guard Academy and a master's degree in Homeland Security and Emergency Management with a Focus in Cyber Security Policy from the Arizona State University. She served eight years Active Duty in the US Coast Guard and is still a member of the Coast Guard Reserves. She has extensive experience responding to extreme weather and search and rescue events. Throughout her military career, she developed extensive expertise in All-Hazards, Contingency and Continuity of Operations Planning.

While currently a one-woman business, Fair Winds Consulting has a Board of Advisors consisting of Certified Emergency Managers, ICS Type II Planning Section Chiefs, Cyber, Maritime Economists and Fire Prevention Specialists.
